On 2-8-2024, Friday , AIBSNLEA CHQ Leaders (GS,
President and Dy GS) held an emergency meeting with the
Director HR, BSNL Board, to express our deep distress
over BSNL management's decision to recruit Direct DGMs
(point no. 2 in page 2 of the attached action points),
while neglecting the talented and experienced BSNL
Officers who are desperately awaiting for their
promotions, at least in an ad-hoc capacity.
Despite setting an ambitious target of a 25% market
share for BSNL, the management has taken no action to
address multiple HR concerns. AIBSNLEA respectfully
urged the Director of HR to prioritize the concerns of
existing HR as well , including the long-pending
promotions from AO to CAO, AGM to DGM, SDE to AGM, and
JTO to SDE.
We also suggested to the Director of HR that bypassing
these existing HR issues and moving forward with
recruiting DR DGMs may result in further chaos in BSNL.
The Dir HR responded empathetically to all our points
and assured us that these concerns would be addressed.
Furthermore, the Director advised us to work diligently
towards achieving the 25% market share target, promising
that BSNL management will consider all genuine concerns
of the Associations and Unions before making any final
decisions.

On
Friday, 19.07.24, General Secretary Comrade Shaji V and
CHQ President Comrade Rajpal Sharma met with Dr. Kalyan
Sagar Ji, the Director (HR) BSNL Board, to discuss
several important matters.
At the outset, we expressed our appreciation to the
Director (HR) for his supportive approach toward
employees and his willingness to address HR matters. We
shared details of the recent AIBSNLEA meeting with the
CMD of BSNL, highlighting the mission to expand BSNL's
market share to 25% in the shortest possible time frame.
The Director (HR) concurred with this vision, stating
that with the introduction of 4G/5G in BSNL, this goal
is quite achievable. He emphasized the importance of
collective effort to realize this vision.
Long Pending 3rd
PRC to BSNL Employees :
AIBSNLEA expressed its unwavering support for achieving
the vision and requested the Director (HR) to consider
additional motivations for BSNL employees to expedite
the attainment of our goals early by implementing the
3rd PRC to BSNL employees. According to the 3rd PRC
recommendation by DPE, BSNL employees should have
received the 3rd PRC benefits from 01-01-2017, based on
all technical grounds, excluding the affordability
clause. BSNL employees are not responsible for the PBT
class in which BSNL is currently parked to negate 3rd
PRC. The prolonged delay of the 3rd PRC for over seven
years has left employees feeling very unhappy.
AIBSNLEA requested the Director (HR) to leverage his
worthy office to secure the 3rd PRC for BSNL employees,
thereby motivating them and ensuring all targets are met
ahead of schedule. The Director (HR) acknowledged our
concerns and assured us that he would share this with
the CMD BSNL.
Pending
promotions to all cares in all streams:
AIBSNLEA appreciated Director (HR) and his team for the
recently issued regular promotion orders in many cadres.
However, many promotion orders remain long pending due
to court cases, especially from AO to CAO, JTO to SDE,
SDE to AGM and AGM to DGM, and the equivalents in other
streams. AIBSNLEA requested the Director (HR) to grant
at least ad-hoc promotions to all eligible officers if
it is pending due to litigations/Seniority disputes, in
accordance with the latest DOPT guidelines dated
28.03.2024, for the balanced operation of BSNL and its
earlier turnaround.
AIBSNLEA further submitted that for BSNL, it is
essential to proceed in accordance with DOPT guidelines.
Equally, or perhaps more importantly, BSNL must ensure
that the balanced functioning of BSNL progresses
smoothly to achieve targets by appointing officers at
all cadres, either regular or ad-hoc, as per the new
restructured norms.
The promotion avenues of any eligible officer may be
hindered due to disputes in the Hon’ble courts of law. A
significant number of officers are retiring without
receiving their due promotions for over many years, for
reasons unrelated to them. Leaving the sincerely and
dedicatedly working officers to retire without granting
eligible promotion violates their rights and their dream
to retire as at least a Group A officer from BSNL.
As per the latest DOPT OM dated March 28, 2024, page 13,
under the heading "Reservation in Ad-hoc Promotions," it
is clearly stated that “ad-hoc promotions are to be made
in exceptional circumstances, such as during the
pendency of court cases, protracted seniority
disputes…”.Therefore, considering the aforementioned
points, AIBSNLEA humbly requests the wisdom of DIR (HR)
to consider our plea that:
(1) for the balanced functioning of BSNL and
(2) for granting eligible promotion to deserving
officers, at least ad-hoc promotions may be permitted in
accordance with the aforementioned DOPT guidelines,
subject to the final outcome of the Hon’ble courts'
directives. The DIR (HR) assured to look into all the
possibilities.
The leadership of AIBSNLEA extends heartfelt gratitude
to Dr. Kalyan Sagar Ji, for graciously considering our
suggestions following our in-depth discussions on
various matters.

On 16 July 2024,the
leaders of AIBSNLEA CHQ ( GS : Com Shaji V, President :
Com Rajpal Sharma , FS : Com Dinesh Kumar ,Dy GS : Com J
K Patel & Advisor : Com Swarup Chakraborty) met with the
newly appointed CMD of BSNL, Shri Ravi A Robert Jerald,
extending their heartfelt wishes for the swift
revitalization of BSNL.
CMD BSNL sought the support of AIBSNLEA and other
stakeholders in BSNL to expand our market share to 25%
within a short possible time frame.
AIBSNLEA assured CMD BSNL
of our unwavering support in his endeavor to make BSNL
profitable.

Director (CM) of BSNL Board, was also present on this
occasion.
17.07.2024Meeting with DIR(CM)
Shri Sandeep Govil :
On 16 July 2024, GS Com.
Shaji V, Dy GS Com. J K Patel, and Advisor Com. Swarup
Chakraborty met with DIR CM BSNL Board Shri Sandeep
Govil. We had an extensive discussion about the issues
faced in field units with the Sanchar Aadhaar System by
M/s Intense during the activation of new SIMs. This
issue has been especially pressing following a 25%
tariff hike by other operators, which has led to an
influx of customers to BSNL for new SIMs. Many of our
Circle Secretaries have shared the resulting
difficulties faced in field units, which require
immediate attention from BSNL.
DIR CM patiently listened
to all our submissions and shared our concerns. DIR CM
replied that we will need to have the capacity to handle
at least 200,000 customers daily under the very
favourable CM market conditions for BSNL. The Sanchar
Aadhaar system, first procured in 2016, was designed for
60,000-70,000 hits/day. Presently, BSNL is experiencing
250,000 hits/day.
DIR CM mentioned that the
management, including CMD BSNL, is fully aware of the
situation and is committed to taking all necessary
measures to upgrade the Sanchar Aadhaar system to cope
with the current demands.Many video conferences (VCs)
have been conducted with the concerned vendors to
upgrade the software and hardware. Two VCs are planned
tonight (16.07.2024) at 8:30 PM and 9:00 PM with the
vendors to address the issues as thoroughly as possible.
AIBSNLEA could meet DIR CM around 8:15 PM, just after
his meeting with CMD BSNL, where these issues were
discussed.
DIR CM also shared that
the purchase order (PO) for the induction of the new
Sanchar Aadhaar system, capable of handling sufficient
hit capacity, is in its final stage.
AIBSNLEA requested DIR CM
to share the committed efforts being undertaken by BSNL
management with the field ambassadors of BSNL, who are
directly facing the challenges while dealing with
customers. This would help boost and motivate their
morale. DIR CM appreciated the suggestion and assured
that this would be done. DIR CM also commended the
employees and our channel partners who are patiently
rising to the occasion to provide services to the new
customers.

The CEC cum Mumbai Circle
office District Body meeting of AIBSNLEA (MH) was
conducted on 06/07/2024 at the 2nd floor Conference
Hall, O/o CGMT, MH Circle office, Santacruz, Mumbai. The
Circle President, Shri Anil Tayade (AO), chaired the
Mumbai Circle office District body meeting. Circle
Secretary Shri Santosh Kokate (DGM, F) addressed the
Mumbai District body, discussing various issues
undertaken by AIBSNLEA (MH Circle) and urging all
members to make efforts to strengthen the MH Circle
association.
Following the district
conference, the CEC, AIBSNLEA (MH Circle) was conducted.
All participants welcomed our beloved GS, Sh. V. Shaji,
and Finance Secretary (CHQ), Shri Dinesh Kumar, with
slogans of "AIBSNLEA Jindabad."
General Secretary Sh. V.
Shaji addressed the gathering, with over 100
participants present to listen. He touched upon and
explained various pending issues such as Pay Revision
(3rd PRC), long-pending promotions of Accounts,
Electrical, PS, and Engg. Cadre, Restructuring and MSRR
(2023), Lateral Outside Recruitment, and E1+5 pending
issues. He highlighted the blunders made by MA/SA and
how AIBSNLEA is the only association addressing these
issues with the management to reach amicable solutions
for all pending issues. General Secretary Sh. V. Shaji
answered all the queries and questions raised by the
participants in detail.
A delicious lunch was
offered by the Mumbai District branch to all
participants. All District Secretaries and District
Presidents from AIBSNLEA, MH Circle attended the CEC,
including Shri Sachin Ghone (VP MH Circle), Sh. Pandit
Wankhade (CWC), Shri Umesh Tayade (DS Akola), Shri Rahul
Chatur (DS Amravati), Amit Prachand (Circle FS), Mrs.
Jyoti Menon (ACS), Mrs. Sushma Bounsule (ACS), Shri
Manjibhai Bhut (DP Mumbai), and Shri Kishor Gajare (DS
Mumbai Branch), who all contributed to the success of
this CEC.
Due to the well-addressed
session by General Secretary Sh. V. Shaji, one JAO from
the Circle office Mumbai immediately joined our
association, with many others assuring to join in the
coming days.

Meeting with
Shri P.K. Purwar ji ,the
CMD BSNL :
GS Com Shaji V and CHQ
President Com Rajpal Sharma met with CMD BSNL on June
10, 2024, to discuss various service and HR issues
within BSNL. At the outset, AIBSNLEA expressed its
appreciation to CMD Shri P.K. Purwar ji for achieving
EBIDTA positivity for the fourth consecutive year. We
also conveyed our gratitude for the executive-friendly
decision to increase the reimbursement amount for mobile
handsets. Additionally, we requested enhancements for
other pecuniary benefits for executives, including
medical reimbursements, TA/DA rates, 30% SAB, and the
provision of laptops. CMD BSNL responded positively,
indicating that as BSNL's financial position improves,
these benefits will be implemented.
AIBSNLEA also discussed all the possibilities for
pending promotions, including those from AO to CAO, SDE
to DET, AGMT to DGMT, and equivalent promotions across
all cadres. Regarding the engagement of BCG as a
consultancy, it is highly hopeful that the revenue
projected by BSNL in the work order to BCG will be
achieved in a timely manner. Concerning the request for
the 3rd PRC, CMD BSNL reassured his support, stating
that as CMD BSNL, he will not oppose any plan for the
3rd PRC for BSNL employees.
AIBSNLEA expressed
heartfelt gratitude to the CMD of BSNL for granting a
suitable time slot for an effective discussion of the
pending issues within BSNL, despite the busy schedule of
the CMD's office.
14.06.2024Meeting with
Shri (Dr) Kalyan Sagar Ji, Director (HR), BSNL Board:
On May 10, 2024, GS Com Shaji V and CHQ President Com
Rajpal Sharma met with DIR(HR) to discuss various HR
issues within BSNL. PGM(Pers) was also present
throughout the meeting, which lasted for over an hour.
During this time, we have thoroughly discussed almost
all the HR matters within BSNL, including the following
topics.
At the outset, AIBSNLEA
congratulated DIR(HR) and his team, including the
PGM(Pers), for the release of promotion orders for 438
SDETs to the AGMT cadre under the 67% Seniority Quota.
We further requested the early release of promotion
orders under the 33% quota once the stay is vacated.
AIBSNLEA also expressed our sincere gratitude for the
enhancement of the mobile reimbursement facility.
2. AO-CAO & Other Cascading Promotions:
AIBSNLEA expressed the
ongoing frustrations of the executives who have been
awaiting promotion, particularly from AO to CAO, for an
extended duration. Given the recent release of the final
judgment from Hon'ble CAT Chandigarh on O.A. No.
060/1435/2018 & Others on 26-02-2024, it is informed
that the BSNL Management intends to file an appeal in
the High Court Chandigarh against the CAT judgment. The
matter was discussed at length, and AIBSNLEA appealed to
DIR(HR) to explore all possible solutions for an early
resolution of the stalemate in promotions, in order to
motivate the executives in the Finance stream.

5. Grievance
regarding unlawful rearrangement orders by a Sr. GM
(Finance) forwarded by CS WB Circle
6. Request to review the inadvertently fixed
Organizational restructuring in Chennai TD and Kolkata
TD Circles for the executive strength in the Finance
Stream (Letter).
7.Restoration of BSNL MRS
Policy with an annual reimbursement ceiling of one month
of Basic Pay + DA for the outdoor treatment of BSNL
Employees/retirees.
8.Revision of TA/DA, Transport Allowance, etc.,
especially due to significant complaints from officers
going to ALTTC for training without formal
accommodation.
9. Extension of Laptop
facility to all executives in field units with full
reimbursement of the actual cost in the prevailing
market rate (approximately Rs 50K).
10. 100% Free Residential FTTH connections to all
executives with Section C of the Circular (Circular No.
01/2024-PHA dated 19-01-2024) and requested for the
enhancement of telecom facilities for retired DOT/BSNL
executives. Currently, both executives and
non-executives receive the same treatment after
retirement under the category "retirees". It is
requested that the facility for retired executives be
enhanced up to a 60% concession on the FTTH plan chosen
by them, subject to a maximum of Rs 600 (Office-Letter).
11.Review for enhancing
the sanctioned strength in SE/EE/SDE and JTO cadres for
Civil/Electrical streams in proportion to the 4G
saturation project/large scale induction of 4G BTS.
12.Standard Pay Scales E2/E3 (with cascading to avoid
legal hurdles), especially since MTNL has pay scales
from E2 to E7 as in other PSUs.
13. E1+5 increments to
the SRD JTOs & DR Specially Abled 2010 batch, LDCE JAOs
2013 batch, DR JAOs of 2015 and 2018 batches, DR JTOs of
2017 batch, and LDCE JTOs of 2012, 2016, and 2017
batches.
14. Pay parity of Rs 22,820/- for directly recruited
Executives, especially for the JTOs of 2007 and 2008
batches and directly recruited JAOs of the 2010 batch.
15. SAB enhancement from the present 21.8% (3.1%) to
30%.
16. Extension of PRMB (Post-retirement Medical Benefits)
to BSNL DRs.
17. Education
qualification for EE promotion in Civil/Electrical
streams (MSRR-2023).
18.Payment of all retirement benefits like Leave
encashment/Gratuity to be disbursed on the date of
superannuation for DRs. etc
The meeting was very
fruitful, and AIBSNLEA expressed heartfelt gratitude to
the DIR(HR) for granting us a suitable time slot to
discuss the pending issues in BSNL despite his busy
schedule. We also extend our sincere thanks to the
PGM(Pers).
